He was born in Istanbul in 1972. He completed his primary, secondary and high school education in Istanbul. He graduated from Istanbul University, Faculty of Letters, Department of Document and Information Management. He completed the Executive MBA program at Kavrakoğlu Management Institute (KMI) in 2006. He then completed the Anadolu University Open Education Faculty, Accounting and Tax Applications (Associate Degree), Business Administration (Bachelor's Degree) and Justice (Associate Degree) departments, respectively.

He worked as Administrative Personnel and Manager at IGDAŞ, a subsidiary of Istanbul Metropolitan Municipality, between 1997-2008, and as Financial Affairs and Human Resources Manager at UGETAM A.Ş. between 2008-2019.

He served as Head of Personnel Department at Istanbul Commerce University between 2019-2020.

Between 2020 and 2023, he worked as the Director of Financial Affairs and Human Resources at KULE A.Ş., a subsidiary of the Ministry of Transport and Infrastructure / PTT, which operates the Istanbul Çamlıca Tower and Çanakkale Tower.

Ali Şen, who has been serving as Deputy General Manager (Financial and Administrative) since January 4, 2024, is married and has three children.
