Born in Elazığ in 1960, he completed his primary education in Ankara and Eskişehir, and his secondary and high school education in Eskişehir. He started his university education at ITU Aeronautical Engineering Department in 1977 and graduated as an Aeronautical Engineer in 1982. Subsequently, while starting his master's degree, he worked as a Research Assistant in the Department of Mechanical Engineering at Uludağ University. A year later, he worked as a Research Assistant at ITU Faculty of Aeronautics and Astronautics. During this duty, which lasted less than a year, he went to the USA for master's and doctoral studies with the Ministry of Education scholarship he received.
He received his Master's degree from the Applied Mechanics department of the University of Michigan in 1987. Subsequently, he graduated from Purdue University with a Master's degree in Aerospace and Aviation. He transferred to the Department of Materials and Mechanical Engineering at Washington State University to work on solid body mechanics, crack mechanics and materials, which he determined as his area of expertise, and completed his doctorate in 1992 from this department, where he received the "Best Graduate Researcher" award. As a postdoctoral researcher at the University of Victoria, British Columbia, Canada, he carried out studies on semiconductor single crystal growth. In 1993, he started working as an Assistant Professor in the Department of Mechanical Engineering at King Saud University, Saudi Arabia. He continued his academic life as Assistant Professor and Associate Professor in this department for 9 years. In 1997, he received the title of Associate Professor in the Department of Aircraft Elements and Materials at ITU Faculty of Aeronautics and Astronautics.
During this period, he worked as a part-time researcher at Livermore National Laboratories, Northwest Pacific National Laboratories, Washington State University Materials Research Center and Mechanical Engineering Departments in the USA to participate in various research projects for short periods. In these studies, he conducted research on materials, numerical modelling, micro and mesomechanics and Nanotechnology. In 2002, he started working as a researcher at Washington State University Materials Research Center, where he took part in DARPA projects and conducted research on micro electromechanical systems.
At the end of 2003, upon the invitation of the management, he returned to Turkey and started working as the Head of Training at Turkish Airlines Joint Stock Partnership. In April 2005, he was appointed as the Deputy General Manager responsible for Technical Affairs at THY. In May 2006, he separated the THY Maintenance and Repair unit from THY and restructured it as a company with a separate legal entity, and became the company's first General Manager. In this role, he created a brand as THY Teknik (Turkish Tecnic) and structured a worldwide aircraft maintenance and repair company that serves other companies besides THY with various investments and projects. As a result of these efforts, THY Teknik managed to become one of the top 10 aircraft maintenance and repair companies (MRO) in the world in a short time and was selected as the best aircraft maintenance and repair company (MRO) in Europe.
During this position, which he continued as the General Manager and Deputy Chairman of the Board of Directors of THY Teknik until 2014, he worked with the American Pratt & Whitney Motor company, Turkish Engine Center with a capital of 150 Million US dollars, and the American company Goodrich AeroStructures, for the maintenance of aircraft engine nacelles and backlash units. repair company (Goodrich Turkish Tecnic Service Center (GTTSC)), Aircraft Engines and Gas Turbines maintenance and repair company called TURKBINE with Zorlu Enerji, Aircraft Cabin Interior Equipment Manufacturing company (Turkish Cabin Interior TCI) with TUSAŞ, Aircraft Seat Manufacturing company with Kibar Holding He established partnerships such as (Turkish Seat Industries-TSI) and took part in their management.
In April 2014, he accepted the position of Undersecretary for Defense Industries, which was offered to him, and started his duty as Undersecretary. During his time as Undersecretariat for Defense Industries, he carried out studies to realize the ideal of an uncompromising domestic and national defense industry by completing and starting many defense industry projects in Turkey. During this duty, which he carried out for more than 9 years, he developed air defense systems such as Korkut, HİSAR, SİPER, aircraft such as HÜRKUŞ, HÜRJET, KAAN, UCAVs such as TB2, Akıncı, Kızılelma, Anka, Aksungur, Anka 3, UCAV ship, National Corvette and He pioneered national projects on the development of frigates, submarines, boats of various sizes and capabilities, Unmanned Marine Vehicles, Tanks and Various Armored Vehicles, unmanned systems, missiles, weapons and ammunition of various calibers and capabilities, electronic warfare and radar capabilities, and led the process of creating successful products. directed. Regarding our human resources, he initiated activities such as Teknofest, Visionary Young, Kök, Kalfa programs, Defense Industry Academy. He put forward projects on the development of the Defense Industry ecosystem and initiated programs such as EYDEP and YETEN. It opened new horizons in the Defense Industry with structures such as HAB Aerospace Specialized Industrial Zone and Istanbul Technopark. DELTA-V, TRAnten, TR Motor, ULAK, DATABOSS, TEKNOHAB, ÜRTEM, etc., which carry out important works in the Defense Industry under SSTEK, the investment company established by the Presidency of Defense Industries. He established and supported around 15 companies. With all these activities, it increased the number of projects from 200 to 800, and the number of companies working in the defense industry from 200 to around 3 thousand. During this period, it increased the localization rate in the defense industry to 80%. By continuing to carry out all these processes with the slogan "for our independence and future", it increased confidence in domestic and national products with great self-confidence in the defense industry. After 2018, towards the end of his term, he also served as a Member of the Defense Industry Executive Committee.
During his service, he served as a member of the Board of Trustees of Istanbul Commerce University, Turkish Aeronautical Association University and the Board of Trustees and Board of Directors of the Turkish Armed Forces Strengthening Foundation. He has been the President of the Council of the Turkish Japanese University, which was established by international agreement, for the last 4 years.
After leaving his post as the President of the Presidency of Defense Industries in June 2023, he was elected as the Chairman of the Board of Directors of KARDEMİR.
