H. Abdullah KAYA was born in 1965 in Kayseri / Bünyan district. He graduated from Bursa Uludağ University, Faculty of Economics and Administrative Sciences, Department of Public Administration in 1987. He completed his master's degree in Public Administration at Carnegie Mellon University in the USA between 1998 and 2000.
He started his career in the private sector in Bursa in 1987. He served as Deputy Expert of the Ministry of Internal Affairs between 1988-1989, as Finance Inspector in Ankara and Istanbul between 1989-2003, as Deputy Treasurer of Istanbul in 1997, as Deputy Chairman of the Finance Inspection Board in 2003, and as Deputy Chairman of the Finance Inspection Board in 2004. and served in various positions as Head of Department of the General Directorate of Financial Control.
After serving as Head of Department and Deputy General Manager in this General Directorate until 2007, he was appointed as the General Manager of the State Supply Office in 2007. He served as the General Manager of National Real Estate between 2008 and 2016. In the same year, he was appointed as the General Director of Budget and Financial Control and later as the Undersecretary of Finance. He actively served as the Undersecretary until 2018 and served as the Personal Undersecretary of Finance until 2023. He retired in October 2023 and still continues to work in the private sector.
He served as a Member of the Council of Higher Education between 2016 and 2022, and between 2019 and 2023, by the decision of the Civil Court of Peace, he served as the Deputy Chairman and Chairman of the Board of Trustees of the Turkish Aeronautical Association.
H. Abdullah KAYA, who is married and the father of three children, speaks fluent English and intermediate Arabic.
